New Toll Rules From November 15 For Non-Fastag Users: Pay Double With Cash Or 1.25x On UPI

Starting November 15, drivers passing through national highway toll plazas without a valid FASTag will have to pay double the regular fee if they choose to pay in cash. Those paying through UPI will be charged 1.25 times the normal toll.

The change to the toll collection rules was revealed by the Ministry of Road Transport and Highways in a notification about new amendments to the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The update sets separate penalty rates for vehicles entering toll plazas without an active or functional FASTag.

New Toll Rules From November 15

Under the revised structure, a vehicle without a valid FASTag will be charged twice the normal user fee if the payment is made in cash. However, if the same vehicle opts to pay via UPI, the fee increases by only 25 per cent.

For example, if a car's regular toll fee is ₹100, a cash transaction without FASTag will now cost ₹200, while a UPI payment in the same case will total ₹125. This differential charge structure aims to push motorists towards a fully digital tolling system.

The change is part of a larger effort by the Indian government to streamline toll collection and reduce cash handling delays at highway plazas. The government believes this model will promote faster movement and enhance transparency in revenue collection.

The new rules take effect from November 15, 2025, giving highway users over a month to ensure their FASTags are active or replaced if found invalid. NHAI has already been directed to circulate the updated rules to all toll operators.

FASTag has been mandatory for all four-wheelers on national highways since early 2021. The tag, linked to the user's prepaid account, allows automatic toll deduction and cuts waiting time at plazas by removing the need for manual cash payments.

The Indian Government recently released the Fastag Annual Pass, which removes the need for frequent recharges by allowing users to make a one-time payment of ₹3,000. It remains valid for one year or up to 200 toll plaza crossings, whichever comes first, and applies to all non-commercial vehicles with an active FASTag. Activation takes place within two hours of payment through the Rajmarg Yatra app or the NHAI website.
