Delhi Fuel Ban: Government Halts End-of-Life Vehicle Policy Amid Public Concerns

The Delhi government has paused its 'End-of-Life' (EOL) vehicle policy, which aimed to phase out older vehicles by denying them fuel. This decision comes after public opposition and challenges in implementing the policy. Initially, the plan was to stop petrol supply to cars over 15 years old and diesel to those more than 10 years old.

Delhi's Environment Minister, Manjinder Singh Sirsa, informed the Commission for Air Quality Management (CAQM) that enforcing a blanket fuel ban on older vehicles isn't feasible. The minister noted that while a system to notify owners about their vehicle's end-of-life status is being developed, the Automatic Number Plate Recognition (ANPR) technology required for enforcement hasn't been implemented in Delhi or nearby areas.

Temporary Relief for Vehicle Owners

Over 60 lakh vehicles have received temporary relief due to this pause. The CAQM had initially planned to deny fuel to these vehicles from July 1, citing Delhi's poor air quality as the reason for strict measures. However, the new approach focuses on targeting only high-polluting vehicles instead of scrapping all old cars indiscriminately.

Chief Minister Rekha Gupta has asked the CAQM to consider implementing the ANPR-based system in Delhi only after it is introduced in surrounding cities from November 1. This revised strategy aims to balance pollution control with residents' concerns about their older vehicles.

Revised Policy Approach

The Delhi government now plans to revise its policy by seizing only those older vehicles actively causing pollution. Vehicles that are well-maintained will be allowed to continue operating. This approach aims to address both environmental concerns and public apprehensions regarding their older vehicles.

This decision provides relief for thousands of Delhi residents while keeping pollution control measures in focus. By targeting only high-polluting vehicles, the government hopes to improve air quality without causing undue hardship for vehicle owners.
