Cashless Care For Accident Victims: A New Initiative By MoRTH
In a significant move to bolster road safety and provide timely assistance to accident victims, the Ministry of Road Transport and Highways (MoRTH) has rolled out a new initiative ensuring cashless treatment for road accident victims across India. Effective from May 5, 2025, this scheme offers up to ₹1.5 lakh in cashless medical treatment for the first seven days following an accident at designated hospitals nationwide. This policy aims to mitigate the fatalities resulting from road accidents, which often occur due to delays in receiving prompt medical care.
Under this groundbreaking scheme, any individual involved in a road accident is eligible for immediate, cashless medical attention. This initiative is part of a broader effort to decrease the annual death toll from road accidents, which has been alarmingly high.
"Any person being a victim of a road accident arising out of the use of a motor vehicle, occurring on any road, shall be entitled to cashless treatment in accordance with the provisions of this scheme," highlighted the government's official notification. The scheme underscores the government's commitment to enhancing road safety and ensuring quick and efficient medical interventions for accident victims.
The National Health Authority (NHA) has been designated as the lead agency to implement this scheme, working closely with the police, hospitals, and State Health Agencies. The scheme specifies that victims can avail of cashless treatment at any designated hospital, with a coverage limit of one lakh fifty thousand rupees per person for up to seven days from the accident date. This initiative ensures that victims receive necessary medical attention without the immediate worry of treatment expenses.
Strengthening Road Safety Measures
The scheme also outlines provisions for treatment at non-designated hospitals, which is limited to stabilization purposes, adhering to guidelines laid out by the authorities. This measure ensures that victims receive immediate care to stabilize their condition, pending transfer to a designated facility if required.
Additionally, the State Road Safety Council will act as the nodal agency for the scheme's implementation within their respective states or Union Territories. This agency will coordinate with the National Health Authority to facilitate the onboarding of designated hospitals, oversee the treatment of victims, and manage payments to hospitals for the services rendered. This structured approach ensures a seamless process from the accident scene to the hospital, prioritizing the victim's health and recovery.
To oversee the effective implementation of this life-saving scheme, an 11-member steering committee has been established under the Road Secretary's leadership. The committee includes the CEO of the National Health Authority and an additional secretary of MoRTH as members. This committee is tasked with monitoring the scheme's rollout and addressing any challenges that arise, ensuring that the program meets its objectives and truly benefits the accident victims.
This initiative follows recent statistics shared by Road Transport and Highways Minister Nitin Gadkari, which revealed a staggering 4.80 lakh road accidents in 2023, resulting in 1.72 lakh deaths. The cashless treatment scheme is a critical step towards reversing this trend, offering hope and necessary support to accident victims and their families.
