People living in Mumbai are used to the constant noise surrounding them; however, World Health Organisation has remarked the noise levels in Mumbai are higher than accepted.
For most commuters using the horn has become a common day-to-day practice. People use the horn for every silly reason possible. They even use it in and around hospitals and schools where it clearly is prohibited.

If you travel a lot, you must have noticed the usual 'Horn Ok Please' signage on trucks and even tempos of late. In a way we ask people to honk. Automobile manufacturers have also fixed their vehicles with two horns or louder ones to alert traffic or people.

Alerting people is the main use of a horn, we have to use it less often. If there is a traffic jam honking is not going to get you anywhere, if anything it further aggravates the problem.
Mumbai has decided to lower the noise created by excessive honking by introducing and creating awareness of certain products. A gadget called 'Project Bleep' warns the occupants of the car, if the driver honks too much.

The other product is Oren Horn Usage Meter, which permits the user a limited number, where he can use the horn.
These systems have been taken into consideration by the Mumbai department for the welfare of its citizens.
If you to use the horn a bit too much think about it and be considerate. The horn is to be used to make someone aware and not agitate a fellow commuter. There could also be an introduction of fine for excessive honking.
Take your time and enjoy the journey, instead of losing your cool!
