Quadricycles Closer To Reality As Government Issues Draft Notification

Quadricycles in India are closer to reality as the Government has issued a draft notification, listing rules and regulations that will ultimately make permanent changes to Central Motor Vehicles Rules (CMVR) to accommodate the new breed of four wheelers.

A draft notification is issued to allow changes to be made before the final order is put forth. The draft notification will remain so for 30 days, during which period the public can provide their inputs and suggestions to make amendments.

As per the draft, a quadricycle has to be a four wheeled vehicle, with an enclosed roof. The can either be (non-highway) passenger vehicles or a goods transporters. The vehicles should not weigh more than 450 kg and 550 kg in their respective segments. As a passenger vehicle it should have seating facility for 3+1, which is 2+1 in case of a goods vehicle.

Certain restrictions have been placed regarding use of certain types of materials. For example, rexine, cloth and certain types of plastic cannot be used for a roof or body of a quadricycle.

As a passenger vehicle a quadricycle can be no longer than 3 meters and not more than 3.7 meters as a goods vehicle. This rule has been put in place to restrict ultra compact cars (Tata Nano) from falling under the quadricycle belt.

Lastly, but importantly, quadricycles are only subjected to emission level norms which are in place for auto rickshaws. This could be termed as taking a step backwards. Considering this is a whole new segment that is yet to be conceived, it would have been more appropriate to make them comply with at least BSIII emission norms.

Meanwhile, Bajaj is looking to launch the RE60 only by the end of 2014. The RE60, powered by a 20 BHP engine, could be pitched in as a replacement to its autorickshaw products.
