Bengaluru Bike Taxi Ban Revoked: Karnataka High Court Brings Relief To Citizens

The Bengaluru Bike Taxi Ban has been revoked after a ruling by the Karnataka High Court, allowing bike taxi services to operate across the state once again. A division bench overturned an earlier single-judge order that had effectively barred services such as Ola, Uber and Rapido from functioning.

The bench quashed the April 2025 order that mandated a halt to all bike taxi operations in Karnataka until specific regulations were framed. It held that motorcycles used for bike taxi services fall under the definition of transport vehicles under the Motor Vehicles Act, 1988, and that the state cannot deny registration or permits solely on the basis that the service involves two-wheelers.

The Karnataka High Court directed vehicle owners and ride-hailing platforms to file applications for permits and registration of motorcycles as transport vehicles or contract carriages. Transport authorities have been asked to process these applications in accordance with existing law, with the liberty to impose conditions if deemed necessary.

Bengaluru Bike Taxi Ban Revoked - Impact On Bike Taxi Operations

Following the ruling, app-based bike taxi services that had been suspended in Bengaluru and other parts of Karnataka have begun preparations to resume. Major aggregators, including Ola, Uber, and Rapido, are now in a position to restart two-wheeler taxi operations once the regulatory formalities are completed.

The earlier ban had led to the removal of bike taxi booking options from ride-hailing apps after a High Court order in mid-2025 resulted in enforcement action and seizures of vehicles. During that period, many commuters and riders were affected by the suspension of services.

In its verdict, the division bench of the Karnataka High Court noted that the state government cannot refuse registration or deny permits for bike taxi services on the ground that motorcycles are not transport vehicles, as permitted under the Motor Vehicles Act. Authorities are, however, within their rights to examine all relevant aspects before issuing permits.

The High Court's order establishes a legal framework for regulating bike taxi services within the existing statutory framework, rather than through a policy that was previously anticipated by the authorities.
