The tow eye cover pops out once you push it with a finger, revealing the weld-nut in the bumper beam. Then, you can thread the tow eye into the hole.
This feature is provided by the carmakers to help you out when your vehicle is stuck on a loose terrain or swamp, or your car is broken down. The modern day cars have tow hooks on both the front and rear bumper.
