Telanganas Battle for Rs 55 Crore: The Formula E Contract Saga
The Telangana government is taking a firm stand against what it perceives as irregularities in the execution of a contract related to the prestigious Formula E racing event. In a move to safeguard public funds, the Deputy Chief Minister of Telangana, Mallu Bhatti Vikaramarka, announced the state's intention to embark on legal proceedings to reclaim an amount of Rs 55 crore that was disbursed to the event organizers under contentious circumstances.
Controversial Agreement Under Scrutiny
The crux of the issue lies in a contentious agreement that was signed by the Municipal Administration & Urban Development (MA&UD) department with Ace Next Gen, the designated promoter of the Formula E racing event in India.

The Deputy Chief Minister underscored that this agreement was crafted in contravention of the established Secretariat business rules. It notably lacked requisite approvals from the minister in charge and the state Cabinet, which has raised significant governance concerns.
On October 30, 2023, Arvind Kumar, who was the MA&UD Special Chief Secretary at the time, formalized the agreement that entailed a sizable financial commitment. The state pledged a total sum of Rs 110 crore to the event, with an initial payment of Rs 55 crore already being sanctioned and disbursed.
However, this transaction has come under fire for failing to secure the mandatory endorsements from the Finance Department and the Board of Directors of the Hyderabad Metropolitan Development Authority (HMDA).
Memorandum Served for Alleged Violations
Arvind Kumar has since been served a memorandum for what has been described as 'serious violations' concerning the Formula E race agreement. The memo, issued by Chief Secretary A. Santhi Kumari, demands a response from Kumar within seven working days, justifying why further punitive action should not be initiated against him for these lapses.

Following the recent change in government, Kumar has been reassigned from his position in the MA&UD to the role of Special Chief Secretary, Revenue.
