Is Keralas Road Safety Compromised? AI Cameras Might Go Dark!
In the previous year, the Kerala Government, in a focused effort to enhance road safety and compliance with traffic regulations, commissioned the installation of 726 advanced Artificial Intelligence (AI) cameras as a component of the comprehensive 'Safe Kerala Project.'
This ambitious project, carrying a significant investment of Rs. 232 crores, was established with the objective of curbing the frequency of road mishaps and infractions of traffic laws. However, these high-tech surveillance tools have recently become the subject of heated debate.

Circulating reports indicate that these AI-powered cameras may soon cease to function, as the state government has not yet settled its financial obligations to the enterprise tasked with the installation and maintenance of these systems.
Financial Stalemate and Operational Hurdles
Keltron, the company at the helm of this initiative, has been entrusted with the responsibility of both setting up and overseeing the project. The Kerala government had initially concurred to reimburse Keltron for the project's costs in a phased manner.
Nonetheless, Keltron has reportedly not received any remittance from the government thus far. Incurring expenses of approximately Rs. 1 crore every month for staff remuneration, issuance of challans, and system upkeep, the company has found itself in a precarious situation.
Remarkably, despite the detection of traffic violations, Keltron has refrained from dispatching notices to the offenders for roughly a month. In addition, the government has not provided Keltron with the first installment of Rs. 11.79 crores that was due.

The rationale behind deploying the AI camera system was to streamline the enforcement process. These cameras were designed to autonomously identify breaches of traffic rules and transmit the captured imagery to a control room.
There, the officers on duty would scrutinize the images and issue the appropriate challans. Although initial teething problems with the system were resolved, the control rooms integral to the operation and surveillance of these cameras are now confronting the possibility of shutdown due to funding deficits.
The financial strain has also extended to the non-payment of significant electricity bills for these control rooms. The Kerala State Electricity Board (KSEB), which provides monthly invoices, has experienced a lapse in payments. Contractually, the managing firm is responsible for settling the electricity bills, but the financial impasse with the government has left Keltron unable to clear these dues.
Potential Outcomes and System Impact
Should Keltron fail to address these arrears, the KSEB may potentially sever the power supply to the control rooms, a punitive measure they have resorted to previously. An illustrative incident during the initial phase of the AI camera project involved a dispute with the Motor Vehicles Department (MVD) when a KSEB vehicle, distinguishable by a ladder mounted on its roof, was issued a challan, provoking KSEB to retaliate by discontinuing the MVD office's electricity for outstanding bills.

Despite the challenges, it's noteworthy that the new system has delivered tangible benefits. Since the AI cameras became operational on 20th April 2023, the government has amassed Rs. 33 crores in fines stemming from traffic violations, with penalties ranging from Rs. 500 for not wearing a helmet on a two-wheeler to Rs. 2,000 for mobile phone use while driving.
The Transport Minister of Kerala, Mr. Antony Raju, has acknowledged a decline in both road accidents and violations, attributing it in part to the deterrent effect of these AI surveillance cameras.
