Safe Community Foundation Lauds Karnataka Govt For HSRP Initiation
Raahat, the Safe Community Foundation lauds Karnataka State Government and the State Transport Department for the initiation of High Security Registration Plates for older vehicles effective from April 1, 2019. The effort is seen as an efficient approach to administering road safety.
The Safe Community Foundation, Raahat, expressed its sincere gratitude to the Karnataka State Government and the State Transport Department for publishing the long-anticipated notification concerning the implementation of High-Security Registration Plates (HSRP) for older or existing vehicles ( vehicles registered before April 1, 2019).
The initiation of HSRPs for new vehicles (those produced after April 1, 2019) in Karnataka was paved with the proclamation of G.S.R No. 1162(E) on December 4, 2018, and S.O 6052(E) on December 6, 2018.

In terms of enhancing vehicle safety, the HSRP program contributes significantly to national security by reducing vehicle-related crimes. The Karnataka State Government issued the HSRP Notification on August 17, 2023, and a comprehensive circular on August 18, 2023.
This makes it obligatory to install HSRPs on vehicles registered before April 1, 2019, hence aligning with the guidelines of the Supreme Court, amended Rule 50 of the CMVR, and notifications/statutory orders by the Ministry of Road Transport and Highways.
Raahat acknowledges that the Karnataka Government has embraced the OEM model where HSRP installation will be executed by authorised dealers of the vehicle manufacturers only. Other states like Delhi, Uttar Pradesh, Uttarakhand, Andhra Pradesh, Sikkim, etc. have also adopted the OEM model for prior-standing vehicles and have seen successful implementation.
Here's How To Install HSRPs
Old or existing vehicles will have their HSRPs installed by authorised OE dealers. Roughly 4000 dealer stations across the state will handle HSRP installations. HSRP manufacturers approved by OEMs will be the exclusive suppliers to authorised dealers.
Vehicle owners can order HSRPs, select dealer locations for installation, and opt for convenient dates and times via the unified web portal, www.siam.in. The process of installing HSRPs does not involve cash, as all fees can be paid online.
The State Transport Department approves of HSRPs being installed at the vehicle owner's residence or workplace. It is also worth mentioning that users have to order HSRPs exclusively through the www.siam.in portal, which is directly linked to authorised HSRP manufacturers of OEMs.
Also, installing HSRPs from open markets is illegal. Moreover, no changes such as change of ownership, address modification, duplicate RC, insurance update, fitness approval, etc. will be permitted at the RTOs without HSRP installation in the state of Karnataka.
Apart from that, vehicle owners are advised to install HSRP on their vehicles ASAP and not wait until the final date of November 17, 2023 for HSRP installation. According to Raahat, false HSRP plates pose a significant hurdle to the implementation of the HSRP scheme in the state.
These counterfeit plates, made to resemble HSRPs in appearance, don't possess unique laser codes, a key feature of real HSRP and other security features such as high visibility in low light conditions due to retro-reflectivity.
