Indian Government Could Remove RTO NOC For Interstate Vehicle Transfer – Big Relief For Owners

Vehicle ownership transfer between states could soon become easier, as the Union government is planning to scrap the requirement for a No Objection Certificate (NOC) from the original state's Regional Transport Office (RTO). The Ministry of Road Transport and Highways (MoRTH) is currently examining the proposal.

Currently, when a vehicle's registration is transferred from one state to another, obtaining an NOC from the original RTO is mandatory. This NOC confirms that there are no pending traffic challans, tax dues, or legal issues against the vehicle before it can be re-registered in another state.

Once the NOC is obtained, several documents must be submitted to the new RTO to complete the registration process. These documents typically include the Registration Certificate (RC), Fitness Certificate (FC), and tax payment receipts. However, with the introduction of a centralised vehicle database like VAHAN, authorities can now easily track vehicle records digitally instead of relying entirely on physical documents.

The VAHAN platform was introduced to simplify the vehicle ownership experience for consumers, allowing them to access and store vehicle-related information digitally. This means vehicle owners no longer need to carry multiple physical documents, while officials can quickly access vehicle data and verify records through the system. Hence, scrapping the NOC is ideal, which eases the vehicle transfer process between states.

Fitness-based Restrictions

In addition to this proposal, the government is also considering fitness-based restrictions for vehicles instead of the current age-based restrictions. Currently, vehicles older than 15 years must obtain a fitness certificate. They also fall under the vehicle scrappage policy if they fail to meet the required standards.

Switching to fitness-based regulations would allow vehicles to remain in use as long as they continue to meet emission norms, regardless of their age. This could particularly benefit commercial vehicle owners, who may be able to operate their vehicles for longer periods by maintaining proper vehicle fitness and ensuring lower emissions.
