The Chennai Unified Metropolitan Transport Authority (CUMTA) has introduced a new rule requiring parking certificates for registering new vehicles. This initiative aims to manage private vehicle usage by ensuring that individuals have proof of parking space before vehicle registration. This measure is part of a broader strategy to address parking issues in the city.

To implement these regulations, CUMTA plans to establish a dedicated parking management division. This division will be responsible for developing parking management plans, recommending fees, and setting regulations. The entity may function as a separate organization or a division within CUMTA.

CUMTA Requires Parking Certificates for Vehicles

CUMTA is categorizing parking areas into three levels: top, mid, and low. This classification will determine the parking charges applicable in each zone. For instance, areas with high demand on a 2km road may have higher fees, while less busy areas might offer lower or free options. This tiered pricing aims to efficiently manage city parking zones.

Member Secretary I. Jayakumar highlighted the current parking challenges: "People have a space only for one car but own three. They park two on the roads, causing inconvenience to neighbours. Having proof of parking space is essential to register a car. This will make it easier to manage traffic problems."

The proposed permit system will not apply to homes with existing parking facilities. Instead, permits will be issued for large housing roads to create parking centres through an auction system. These permits will be available monthly or yearly, providing affordable access to parking spaces.

CUMTA has also suggested updates to the Tamil Nadu Integrated Development Building Rules 2019. These updates aim to enhance urban planning and parking management by mandating private structures like malls and offices to provide public parking facilities.

Parking in private spaces offers several benefits. It protects vehicles from natural elements like sunlight and harsh weather, preserving their condition. It also enhances security by reducing theft risks and contributes to fuel savings by maintaining moderate interior temperatures.
