Is Maruti Suzuki's Good Conduct Bond Illegal?

The carmaker had insisted that the workers had to sign the good conduct bond before entering the car plant in Manesar. Several workers refused to sign the bond and this resulted in the third strike that went on for one month.
Now the government and the opposition parties have taken notice of the bond and have said Maruti Suzuki has flouted labour laws by insisting that workers had to sign this bond. Union labour minister Mallikarjun Kharge has said: “Demanding of good conduct bonds from workers as per conditions before allowing them to resume work is an arbitrary act and it also amounts to unfair labour practice as given in the Industrial Disputes Act, 1947."
Gurudas Dasgupta of CPI and Gopinath Munde of BJP had earlier raised this issue in the parliament and the minister has presented his reply. The minister had earlier said the government would respond to the strikes at Manesar only if it was asked to. The Haryana government was handling the crisis.
What is surprising that the Haryana Government had not objected to Maruti Suzuki's good conduct during the entire period of the strike. In fact the state's labour department had chastised the workers for not signing the bond and joining work.
Maruti Suzuki has not responded to the minister's statement so far.
