New Driving License Rules: Here’s How To Apply Learner Licence Online
New driving license rules have been announced in the country. Aspiring motorists can now apply for a learner's licence online from July 1, 2021. Only a limited number of states will follow the new rule from the start. This includes Maharastra and Delhi.
Other state governments are currently working on solutions for the implementation of the new rule. Maharashtra Government seems to be the first to kick off the rule by giving the young motorists two options to apply for a learner's licence.
The online procedure would require them to link their Aadhar card with the driver's license at the time of applying. Alternatively, they can take the old route and apply by visiting the nearest RTO centre.
Online Learner's License Application Procedure
- Online applicants will start the procedure of learner's licence application by watching several videos on road safety. The graphical representation will allow the young folks to understand the importance of safe driving. All clips are available on the Union ministry of road transport and highways' YouTube channel.

online
application.
At
this
point,
applicants
would
need
their
Aadhar
card
for
authentication.
- Applicants will then be scored via an online test with questions related to road safety. To proceed further the applicant should answer correctly to at least 60% of the questions presented in the test (60% is currently for Maharastra).
- Once the test is cleared by the applicant, they will be provided with the learner's driving licence. They can take a printout and keep it with them at all times while driving or riding.
Pune Regional Transport Officer Ajit Shinde, said, "The Central government has made provision for availing faceless service using Aadhaar number through a notification. Similarly, changes have been made in the transport system. The candidate will have to watch a video on road safety. After which, he/she will need to answer some questions. If at least 60 per cent of the answers are given correctly, the candidate will pass the examination and get a copy of the learners' license."
Commenting on the recent announcement an official from Maharastra said, "Annually, Maharashtra's transport department issues around 20 lakh learner's licences and an equal number of cars and bikes in the non-transport category are registered in the state. Necessary changes were made by National Informatics Centre (NIC) in Vahan 4.0 and Sarathi 4.0 systems used for vehicle registration and driving licence issuance across the country."
