The Government of India has decided to make pollution certificates uniform across the country. The new Pollution Under Control (PUC) certificate will have the vehicle owner's contact details such as name, address and phone number, along with details to identify the vehicle such as engine number and chassis number.

The decision to unify the pollution certificate across the country comes from the Ministry of Road Transport and Highways (MoRTH). The MoRTH has recently issued a notification to make the new PUC certificate uniform across all states and union territories under the country.

The notification released by MoRTH also asks the concerned authorities to link the PUC database with the National Register. For easier cross verification purposes, a unique QR code will be printed on the new PUC certificate, and it will have all the details of the vehicle such as the owner's details and the status of emissions emitted by the vehicle.

Apart from these changes for the new PUC, a rejection slip has also been introduced for the first time. The statement issued by the MoRTH said "A common format of rejection slip is to be given to the vehicle owner in case the test result value is more than the maximum permissible value, as mandated in the concerning emission norms,"

This new rejection slip can be shown at a service centre for getting the vehicle serviced. It can also be used to test at other PUC testing stations if the vehicle owner has a doubt about one particular pollution testing device not working properly.

With all these online data-intense process, the MoRTH has also taken advantage by employing an enforcement officer, if the enforcement officer feels that a motor vehicle is not complying with the emission standard, then the enforcement officer has the right to direct the owner of the vehicle for a pollution test under an authorised testing facility. The communication regarding the above from the enforcement officer will be through written or electronic mode.

Getting an emissions test certificate has always been an easy process. Until now, all vehicles could get a certificate irrespective of their pollution levels.
