NITI Proposes Selling Only Electric Vehicles After 2030

The department that does all the thinking for the government, the NITI Aayog, has made a proposal saying that only electric vehicle should be retailed in the country after the year 2030. It may be noted that a panel, headed by NITI Aayog CEO Amitabh Kant, had suggested earlier that any vehicle of up to 150cc has to be electric starting 2025.

According to The Economic Time, it has now moved the Cabinet with the aim of giving responsibilities to different ministries along with the Road Transport and Highway Ministry, and has proposed to prepare a framework to phase out diesel and petrol vehicles by 2030.

The NITI Aayog also proposed that the ministry pilot an e-highways programme, with an overhead electricity network, to allow for bus and truck movement on select highways. Also part of the proposal is a plan to manufacture 50GWh (Gigawatt) batteries by 2030.

This proposal comes at a time when the automobile industry is against moving towards a 100% electrification. Japanese and Korean manufacturers, and domestic manufactureres are lobbying against the change.

The Cabinet proposal has proposed that Transport Minister Nitin Gadkari's should concentrate on issuing norms to all cab aggregators to replace their fleets of petrol and diesel vehicles with electric vehicles by 2030.

In order to achieve setting up the battery manufacturing plant, the NITI Aayog has proposed financial incentives, including cash subsidies on the basis of the overall domestic value addition per kilowatt hour.

A Rs 2,000 cash subsidy will be given for 1KWh with a 100% domestic value capture. This means that if a manufacturer uses 100% domestic components to manufacture the batter, they are eligible for a Rs 2,000 cash subsidy. The maximum cash subsidy can be claimed for up to 20GWh.

The NITI Aayog estimates that an amount of Rs 3 lakh crore can be saved every year if India moves to an all-electric state. They also say moving to electric and battery operated vehicle will create 10 lakh direct and indirect jobs.
