Indian Government To Introduce Uniform Driving Licence Across all States In 2019; Comes With NFC
The Indian government is planning to roll out uniform driving licences across the country, starting from July next year. The new rule will see Driving Licences (DLs) and Registration Cards (RCs) with a similar look, design and colour across all states and union territories. Both the DL and RC will also come with the same security features as well.
According to TOI, the new ‘Smart' DLs and RCs will also come embedded with a microchip and QR Codes. They will also now feature Near-Field Communications (NFC) allowing traffic enforcers to access driver details stored on the cards. on their hand-held devices.
The new DL will also come with information regarding and driver declarations, such as organ donations or if he/she is driving a specially designed vehicle to aid the physically challenged.
The RC will now come with specific details regarding the emission norms of the vehicle to carry out the emission test objectively.
According to reports, about 32,000 DLs are issued or renewed in the country every day, along with 43,000 vehicles being registered or re-registered on a daily basis as well. This will help gradually replace the old DLs and RCs with the new ones over time among everyone in India.
A senior official stated that the traffic enforcer will be given multiple options to access information regarding the driver. This can be through inserting the smart cards to their hand-held devices, keying in the DL or RC numbers and/or through NFC which gives access to details when held close to the device.
Another official also stated the cards will give direct access to the URL containing driver and vehicle details. This also includes any past records of both the driver and vehicle alike.
The official also added that the process of giving out these new RCs and DLs have already begun in many places. The official also added that the overall cost to add the new features would increase by just Rs 15 - 20 per card. This will further allow states to easily roll out the new cards within the given time frame.

The Indian government's move to introduce uniform DLs and RCs across the countrywill be a welcome change. The ‘Smart' DLs and RCs will allow for a more smoother and paper-free access to the driver's details, including the past records, fines and emission test certificates.
