Rolls-Royce Denied Permission To Run In Delhi: NGT

The owner, Ashok Kumar Jain, purchased the Rolls-Royce petrol model in 1995 and was imported in 1996 making payment close to Rs 1 crore.

The National Green Tribunal (NGT) has denied permission to run a petrol powered 1996 Rolls-Royce on Delhi and NCR roads, on account of an order banning over 15-year-old petrol driven vehicles.

The owner, Ashok Kumar Jain, purchased the Rolls-Royce petrol model in 1995 and was imported in 1996 making payment of 112,350 pounds (approx. Rs 1 crore as on that date) along with customs duty.

The applicant had declared that he had approached Rolls-Royce in the UK for making it Euro 4 norms compliant and the company has confirmed his vehicle could be repaired and upgraded to meet the current emission rules.

Also, he said the vehicle is insured and had the required pollution test certificate, and because of the tribunal's order, he would not be able to get his vehicle's registration renewed.

Mr Jain asked permission to use the luxury car after adhering with necessary fitness certificate and pollution tests.

A bench headed by Justice Jawad Rahim said that the order passed by NGT, banning plying of 15-year-old petrol vehicles, has attained finality as the Supreme Court has rejected the appeal against it.

"Besides the above, Ministry of Heavy Industries and Public Enterprises has filed an application seeking modification of our orders dated April 7, 2015, and July 20, 2016, which has been heard and reserved for judgement by a bench headed by NGT Chairperson," the tribunal said.

The bench though, granted liberty to the Delhi resident to seek appropriate relief subject to the verdict on the plea filed by the ministry. The petition by Mr Jain said the tribunal "did not consider the scenario of such classic models of luxury cars which have not lost their value despite the time period."
